22 January 1810. Transmits “an account of the Contingent expenditures of the Government for the year 1809.”
RC and enclosure, two copies (DNA: RG 233, President’s Messages; and DNA: RG 46, Legislative Proceedings, 11A-E4). Each RC 1 p. Enclosure (1 p.) is an account signed by Joseph Nourse, register of the treasury, 16 Jan. 1810, showing $2,900 spent for chartering a schooner to return six American seamen from Trinidad, leaving an unexpended balance of $14,110 in the president’s contingent fund. Also filed with House copy is Nourse to Gallatin, 26 Dec. 1809. Received by both houses and tabled by the Senate on 22 Jan. Referred to the House Ways and Means Committee on 23 Jan. (
